Wants an Apple, but have a Windows instead? Just get this Apple OS Emulator : CheeryOS and you will be able to install Panther. The creators boast full functionality and you will be able to use all the regular applications.
However, you can only install OS10.1-3 and it does not comes with Panther. Obviously $49.95 gives some hint.. Panther currently cost $129 for a single license.
